Force build order of UpdateTargetPath. #146

Make UpdateTargetPath target run before GetTargetPath AND GetTargetPathWithTargetPlatformMoniker.

Modified UpdateTargetPath to include both GetTargetPath and GetTargetPathWithTargetPlatformMoniker in its BeforeTargets attribute.

Corrects NuGet/Home#5821
