NuGet.Server - Move off deprecated NuGet.Core #3123

Move off NuGet.Core for package uploads + serving the repo on disk

Update 2020-07-27: NuGet.Core is deprecated as legacy, so users of NuGet.Server may see warnings in their package manager UI.
