[UI] Package view page new theme #9879

Addresses https://github.com/NuGet/NuGetGallery/issues/9880 Spec: https://github.com/NuGet/Engineering/pull/5209 Main Issue: https://github.com/NuGet/NuGetGallery/issues/8773

This PR adds the theme to the Package page, it also adds styles for the Copy and Tabs components,
