Add a package namespaces example #47

Adding only a PackageReference example for now. A packages.config example can be added at a later point.

There'll be a blog, announcing the feature, WIP https://github.com/NuGet/Client.Engineering/issues/1067. The blog will link here.

The idea is that the sample mimics are a real life setup, with multiple projects and a single nuget.config.

I can add more details to the readme.
