Bad points for end of August #116

Added 3 bad data points. Clockfile code runs fine since SOC directory transition to git.

Note: there appears to be a particularly sharp transition in residuals on Aug 16. It is not clear whether this is a cluster of measurements that are slightly high outliers, some sort of discontinuity, or just an unfortunately steep change that the spline can't quite fit well at this point (and may or may not resolve on its own the next time we run). It doesn't appear on first glance that the Malindi passes involved had anything wrong with them, but I'll check in with Bryce.

For now, since this blip falls in the two-week period for which we don't expect a good fit anyway, I will release this version of the clockfile, but will continue to investigate to see whether we need to add a new jump time or if any other action needs to be taken.

Agreed, looks odd. May want to bring it up with the MOC to see if there's any reason to syuspect those set of high points at +800 µs?
