After consultation with Mike C at HEASARC

NB: Needed to change this so that nupipeline and nuproducts will find this clockfile when we deliver to HEASARC. Especially if people just download a CALDB patch and unpack it on top of their existing CALDB and just expect the latest clockfile to be found by nupipeleine when barycorr=yes then it won't work.
