Updated bad samples for April 2021 intermediate udpate #38

There were a number of new bad samples since the last release.

These you can see here:

After this the clock correction file looks good through about April 12th. We'll probably do another pass before the next CALDB release since HEASOFT is still a week or two away from coming out.
