Add Libre Translate API #2

This PR adds the possibility for local offline translation with the libre translate API based on Argos Translate (https://github.com/uav4geo/LibreTranslate)

Hello @Trekky12 thank you for your contribution. Sorry I haven't had time to look at this in more detail yet, but I am hoping to spend some time looking at it tomorrow.
