Remove weird weathers #32

Some weathers make the game hard to play, such as IDs 22, 23, 24, 25, 26, 27, 28 and 39

The weather choosing algorithm was choosing IDs outside the defined set, causing the strange behavior. Fixed in 076e2ebca43f9ded00bc97e2cda7c33d5928c8c8.
