New app: decentralized Pinochle

An old card game with:

• [ ] auto-meld finding
• [ ] invalid move detection (no renigging allowed)

Goal:

• [x] force myself to clean up all the other PRs that have accumulated since I last worked on emberclear (56 at the time of creating this PR, oof)
• [ ] play over zoom or some other video chat (maybe eventually emberclear proper if I ever just figure out how to do WebRTC with the existing stuff)
• [ ] automatic multi-game score tracking
• [ ] support 3 & 4 player variants
• [x] fancy animations for card playing
• [x] extreme statechart practice
• [x] split up emberclear into addons so that they may be shared with the pinochle app
