Fix and extend Czech decimals #111

This adds support for Czech decimals.

Apart from that, a spelling and ordinals fix (spotted in #98) is included.

@zcrhonek @TomKladno As usually, I will appreciate if you have a look at the changes.

@Stanislav: many thanks for it! Before the LiboCon, this (and the other improvements) will be updated in LibreOffice, too. (Also thanks to Zdeněk Chronek for notifying me again. :)
