F4 menu upgrade #52

the vehicles need some upgrades.

1. when buy an car then auto own the buyer the vehicle.

2. some commands to admin tab

2.1 rp_maxvehicles <VALUE> set max overall vehicles

2.2 rp_vehicles <1/0> to turn vehicles on and off

2.3 rp_max<VEHICLE-NAME> <VALUE> EG. rp_maxjeeps 8   -    this i great so
admin can
se max of each vehicle

done :) i hope you will add my ideas :D
