FPP Buddy Bypass

What is the problem? I have blacklisted the jeep and airboat, so the class that 
spawns the car in DarkRP, they cannot edit the car. (eg. Weld props, Change 
color, etc) however, if they add a buddy through FPP, the buddy can apparently 
bypass the tool restriction and blacklisting. 

What steps will reproduce the problem? Blacklist the vehicle entity over all 
the weapons (toolgun, physgun, gravgun, etc) spawn a car through DarkRP (with a 
custom car shipment or something.) try to place something on it yourself, 
you'll be unable to do so, add a buddy, he will be able to.

Do you have any errors? serverside or clientside? If you do, which ones?

Are you using the downloaded version or an SVN revision (if SVN, which
revision number)? Latest SVN r917

Wait let me set it to Fixed. In my tests it was fixed, if it's not fixed for 
you, please tell me.
