rp_respawntime doesn't work. #830

What is the problem?
See title.

What steps will reproduce the problem?
Set it to anything, and I can still respawn instantly.

Do you have any errors? serverside or clientside? If you do, which ones?
None.

Are you using the downloaded version or an SVN revision (if SVN, which
revision number)?
SVN 1144
