Change rp_restrictbuypistol text. #837

My suggestion is:

Just for clearification. It currently says

"rp_restrictbuypistol - Enabling this feature makes /buy available only to Gun 
Dealers (if one or more)"

Which I took to mean that /buy will only be disabled for everyone else if there 
is currently a Gun Dealer, but was told otherwise in this post.
