Chat scroll up/down arrow button

What is the problem?

The up/down arrow button in the chat Window moves the text up/down only 1 line 
and stops. 

What steps will reproduce the problem?

Click and hold or click multiple times on the chat up/down button.

Do you have any errors? serverside or clientside? If you do, which ones?

None.

Are you using the downloaded version or an SVN revision (if SVN, which
revision number)?

SVN, latest

The only way to have the arrow button move the text up/down is if you "lose 
focus" of it by clicking anywhere else on the screen and then click on the 
arrow button.
