What is the problem?

Honestly don't know if this is ULX or DarkRP issue since things are weird after 
the recent update, but any user can delete, ignite, whatever any other users 
prop. It will show the red x with "No access" but if you try, it works.

Additional, "Admin" has higher "Grab" rights than a "Superadmin". ie I grab an 
Admin with the physgun.. they can still rotate and use tools. They grab me, I 
am paralized and can't click my mouse.

What steps will reproduce the problem?

None.

Are you using the downloaded version or an SVN revision (if SVN, which
revision number)?

The FPP issue has been fixed. The other one is ULX conflicting, I guess.
