Gmod 13 Beta DarkRP broken

What is the problem?

The normal chat, access with Y does not work. Attempting to chat with it simply 
does not show messages. You have to use the "U" team chat, which works, but it 
shows "Noone can hear you group chat".

Nothing in the F4 Menu works and it is impossible to switch jobs, even when 
using /jobs.

What steps will reproduce the problem?

Using the SVN version of the Gmod 13 Beta DarkRP on an internet multiplayer 
server (listen for me). The DarkRP for Gmod 12 works just fine in Gmod 12 under 
the same conditions.

Do you have any errors? serverside or clientside? If you do, which ones?

Not really.

Are you using the downloaded version or an SVN revision (if SVN, which
revision number)?

Latest SVN beta revision.

Please provide any additional information below.
