Users won't install server side files

What is the bug? (It has to be a DarkRP bug, nothing else!)
When people join the server, Shows that you download files but infact it 
doesn't and you get checkered boxes everywhere on F4/votes and Fadmin picture 
icons

What steps will reproduce the problem?
Playing on a darkRP server while darkRP isn't installed on your garry's mod 
folder.

Do you have any errors? serverside or clientside? If you do, which ones?
I do not get any errors as it is just pictures/icons

Are you using the downloaded version or an SVN revision (if SVN, which
revision number)?
I am using the latest from 25/10/2012 DarkRP Svn.

Please provide any additional information below.
