[x] Enhance error when database locked exception occurs to inform consumer about need for admin rights (or for user to launch services snap-in as admin and manually stop the service).
[x] Maybe decrease timeout (only under some circumstances, e.g., if not admin)? It's rather annoying to have to wait 10-15 seconds for the failure in my testing, but it's probably not as big a deal in the real world.
This feature exists in the handler, but seems to no longer work.
EDIT: Oh right, we need admin access to stop.
