Real Timer #2

Like the timer used in NyaaBank, which should persist over server reboot or failure. EventListener or database may be required.

@cyilin @Librazy @liwanglin12 @phoenixlzx If you guys have any suggestions, please comment here. Especially on the APIs and on how it should be implemented, also existing facilities in Java/Spigot which we can use. Some plugins may depends on this:
