Access Control Problem #149

What steps will reproduce the problem?
1. Adding new user by "Access Control"
2.

What is the expected output? What do you see instead?

I should see a new user in page but it shows a lot of that user after about 
1 minute refreshing the page. And actually there's no any new user. After 
restarting the board there's nothing added to access control.

What version of the product are you using? On what operating system and web
browser?

webif2 r4827
openwrt kamikaze
all browsers

Please provide any additional info below.
