Update time-tracking off-by-one error and add time-to-phase-end tracking

• The original off-by-one error didn't fix all errors, now it should
• Change the prefix for the phase tracker to "First Loop". This should be calculated down the line somehow
• Tweak the datetime format
• Add phase-end time tracker
