Add live time tracking in voice channels #80

Set up the bot to periodically rename a specified voice channel with the current time in UTC.
- This channel should be view-only. i.e. no join-able.
Set up a separate channel to store current phase information.
- This can really be done for as many running games as we reasonably have.
