Scheduled execution of &time (or similar presentation) #83

Add a feature to allow the bot to post the time to a channel at the beginning of each phase/season.

Consider having it post at the beginning of each day, if desired.

This feature was largely satisfied by #96 and subsequent PRs.

That feature doesn't add scheduled notifications, but instead puts a persistent clock on the server that can be checked at any time.
