BSI: Deploy a staging/dev instance

Let's deploy:

a staging/dev instance
on an o'clock instance
- it'll be closed to public
- we can make a public one in the future when repo will be open
with GitHub Actions automation
- detect a push in dev then deploy code/image on bbb1.oclock.school

Eventually i finish hosting our private stage instance on https://playback.oclock.school/bsi-preprod No GHA yet, will do in future
