Line 235 and following: why not to start the recommendations with the Publishers? The reason for this is that Publishers are receiving manuscripts from authors free and are also receiving evaluations from reviewers free. In the electronic era, are the costs of publishers so high to put so many restrictions and to charge the readers so high? The International Association for Plant Taxonomy should consider seriously to intervene in this abuse.

We opt not to start the recommendations with those to publishers, recognising that these are the group over which we have the least influence.
