Line 262: a question: what about suggesting that all articles in botanical taxonomy involving nomenclatural acts would be completely and fully available for free under a Creative Commons supervision one year after the date of publication (suggestion approved at the next International Botanical Congress)?

Add sentence at start of recommendation section noting upcoming revision of code at nomenclatural section of the IBC next year, proposals for changes to the code are being published and can be made from the floor at the meeting.
