Updated name change of the OAI and TSC to reflect board approval on Feb. 8, 2018.

I would drop the first "membership." My suggestion is to distinguish between those that count towards a quorum and have voting privileges and those that do not. Anyone can participate, join in discussions, comment, make a pull request etc. I would define those as participants. The members have voting/maintainer rights.
