User Story

As a user of tooling data I want updates to source data to be regularly retrieved and applied.

Detailed Requirement

A (GitHub Actions) workflow is required to retrieve source data as regular intervals. Suggest this is executed on a schedule, nominally once per day.

This is now implemented with full and partial (GitHub metadata only) builds supported.
