User Story

As a tooling data user I want to be able to browse and discover the available tooling data.

Detailed Requirement

This is going to be light on detail... but this simply covers cutting in the first drop of the web interface for the tooling data.

Rough overview:

Refactor structure to move tools.yaml away from docs to src/_data
Introduce eleventy, tailwindcss, etc packages.
Create structure for eleventy assets.
Create Actions support for cutting new website once tools.yaml has been updated.
