Set up a local dev environment #82

If I want to start contributing I would need a step by step guide to show me how I can set up an local dev environment.

it's basically https://github.com/vorburger/minecraft-storeys-maker#build-it and https://github.com/vorburger/minecraft-storeys-maker/tree/master/scratch#for-developers (disregard the OSGi section at the end; that's probably broken, currently).

do you want to have a try and scream (or PR...) where that is not clear enough / not working for you?
