Overhaul Excluded Account implementation

The current method is inefficient in its method of updating and searching the ExclueAccounts and keeping track of the excluded amount.

• [ ] Use mapping for isExcluded
• [ ] modify excludeAccount and includeAccount so the excludedAmount is updated atomically
• [ ] Keep a list of excluded accounts for posterity
