Clarify acceptance requirements #31

Add "at the time of review" to the Available requirement

Move "correctly formatted" from requirements to "additional criteria" (as we normally don't reject abstracts for formatting issues).

Added mention of Early Poster Acceptance round.

(Not sure what it means to request BOSC as a reviewer! Will it want one member of that group to review? Hopefully not all of them??)

You might want an active BOSC committee member to comment on top of Chris (not counting me as an observer only this year)?
