I'm not sure it's a good idea for the policy to pin down the minutiae of the mechanics of vote casting. I think this benefits from some flexibility built in and left to the group preparing the ballots etc.
I believe we have come to agreement that the exact process of how the voting is conducted should not be part of the policy, because that makes it easier to adapt the process to what works best. (Changing process should not require more than Board approval, whereas changing policy may well require either a formal membership or a public Board vote.)
I am therefore closing this. Please object if you feel strongly that this isn't just a process but also a policy issue.
Procedural questions related to voting: The length of time to submit a vote on an email ballot was not clear. I would recommend 30 days, particularly in the summer. I assume voting by "raising hands" would occur only at BOSC, or at some other officially convened meeting. It would be helpful to state the limits on when such non-email voting occurs.
