Revert "Add 2019 December Public Board Meeting minutes" #85

Reverts OBF/obf-docs#71. The minutes changes require approval during a public OBF Board meeting, but the overzealous secretary (me) merged right after approval.

Once this is reverted, we need to make sure the original changes are retained in the original pull request.

Sorry folks for the noise, but we'll need some additional reviewers to revert my mistaken merge.

We should be able to recreate the original PR by cherry-picking the commits, or a carefully chosen rebase. I think I can see how to do that...
