Update COB Website #262

In anticipation of the 2024 COB Workshop, I've drafted an update to the COB website homepage and added a page for workshop info, as some have expressed that it would be helpful to have an official workshop website to link to for their travel requests. The text included on the COB website homepage is informed by the existing website text as well as by the content of OBI's homepage. I'm happy to make any changes as needed!

@cmungall @matentzn Any concerns about updating the COB website with this PR? Some of the workshop attendees need a more complete website to justify their travel reimbursements.

@sebastianduesing will be adding more details to the workshop as it approaches, which I can just merge.
