I am separating this out from an old issue that had multiple topics. It was
discussed briefly at some meetings, but no policy has been established yet.
How will membership evolve?
(a) Inviting external experts to groups: how to, term length?
(b) Adding people to the existing group
(c) How membership will evolve; term length? Renewal? Nominating replacements?
Getting rid of members who do nothing or are obstructive?
Desire to have some turnover, members in good standing (how to define?) ->
those who attended last 2 meetings
People can be allowed to join a WG (Editorial, Outreach and Technical group) WG
should be able to decide if they want the person to join them or not. For now
we should just process specific requests rather than inviting people directly.
