Namespace request for Informed Consent Ontology (ICO)

ICO is an ontology of clinical informed consents. It is aligned with OBO 
Foundry library ontologies including BFO, OBI, IAO, and OGMS. 

The ICO ontology and its namespace have been discussed in previous emails in 
obo-discuss:
https://groups.google.com/forum/#!msg/obo-discuss/ludgqfy5AS8/5yxpViAsTecJ  
Most people involving the discussions think that ICO targets a very important 
domain that is interdisciplinary among many different areas. The initiation of 
this project has been supported by many domain experts such as Jihad Obeid, MD, 
Co-Director, Biomedical Informatics Center, Medical University of South 
Carolina. We also look forward to close collaboration and coordination with 
other ontology initiatives, including d-Acts by Dr. Mathias Brochhausen. 

This project is supported by a University of Michigan MCubed research funding 
to Drs. Alla Karnovsky, Marcelline Harris, and Yongqun He.

Here it is to confirm that we would still like to request the ICO prefix. The 
project is going well. We will present the ICO project in the ICBO-2014 
conference.

Since only one contact is allowed, only Oliver was added as contact. Both are 
added to obo-ico group which allows them to manage ICO domain and purl settings.

Please let me know if you are fine with it.
