Obofoundry website: update footer #162

Dear obofoundry,

IMHO the footer of the obofoundry-pages should be updated, i.e. on every page 
it says: "Please submit any updates or corrections to the OBO webmaster", where 
OBO webmaster is a mailto-tag, but according to a recent email I got, issues 
with the website should be submitted to this google-code-tracker.
