Add server compression to ontology downloads #170

Currently, ontology files are sent as text. The size of downloads could be 
greatly reduced by enabling compress on the server. The options would be 
on-the-fly or a module that intelligently deals with gz files as the base file.

Another option would be to have compression dealt with in AWS using CloudFront 
over S3.
