ncro Prefix/Domain creation request #175

In order to register a prefix with the OBO Foundry please provide the
following information:
- Title: Non-coding RNA Ontology (ncRO)
- Short description: A reference ontology in the non-coding RNA (ncRNA) domain

Finally, the id policy at http://obofoundry.org/id-policy.shtml states "A
registry of allocated IDSPACEs will be maintained. Requests for an IDSPACE
should be made by sending mail to obo-discuss@lists.sourceforge.net, cc
obo-admin@fruitfly.org. A request should include information about the
ontology, such as scope and maintainer and a confirmation that the ontology
is open access."

*ONLY* requests that have been sent out on obo-discuss will be acted upon.

Done. Added to ontologies.txt in cvs, google code. Created purl group 
ncro-admin. created purl http://purl.obolibrary.org/obo/ncro/dev/ncro.owl. 
Requested PURL domain.
