Review priority and how to request review #99

At the last Outreach WG meeting, we realized that there were no wiki pages that 
described how ontologies are prioritized for review or how to request a review. 
Need to make these pages.

On the "Decisions already made" document of the Editorial working group, it 
says "Outreach group will send an email to obo-discuss requesting that 
ontologies awaiting review send their requests to the tracker. The tracker will 
be the definitive source of requests for review, but we will prioritise those 
who have been waiting for a long time already." From 17 Jan 2013.

been added to the Review Process Guidelines page
