SYMP update #851

@lschriml, please review and approve or request modifications to these edits for the PURLs of the Symptom Ontology.

This PR includes:

  1. A fix to the Symptom Ontology's base PURL, which previously resulted in 404 page not found error.
  2. Additional PURL specifications coinciding with the establishment of official Github releases.
  3. A change in the default term browser from Ontobee to OLS.
