Add VBO configuration #869

For some reason, this ontology was accepted into OBO Foundry in https://github.com/OBOFoundry/OBOFoundry.github.io/pull/1958 without configuration in this repository being present. CC @sabrinatoro @matentzn

It is policy to first add metadata, then PURL config. Usually these are completed on the same day, but I thought I'd deal with the one and have the VBO team deal with the other, but I did it right in the worst month of the year (academic year start) hence the delay. My bad.
