In the parties block, could the buyer, procurement entity or implementation unit be the same? or is it always different?

Buyer and implementation unit usually the same and sometimes will be different depend on the project will be use for multiple unit or not.
Procurement entity is like BLP (Bagian Layanan Pengadaan aka BALAP). I hope my explaination will helping you to understand.
