[11.0] Add Jira connector addons

connector_jira: the base of the connector for Jira
connector_jira_servicedesk: add the concept of "organization" from Jira ServiceDesk
connector_jira_tempo: Glue for Jira Tempo, when a worklog period is validated in Jira, validates in Odoo
multi_step_wizard: used by connector_jira to ease creation of multi-step wizards. I should extract this one in another repository, any opinion which (server-backend?)
server_env_connector_jira: glue with the server_environment module

This is a big PR... I started by creating branches extracting first the connector_jira, then connector_jira_servicedesk and finally connector_jira_tempo, but I don't know if it's really good as it splits commits which sometimes become irrelevant when a change touched several addons...

Note: used in the Camptocamp's corporate Odoo in production since ~3 months.
