[12.0][ADD] l10n_be_cooperator #58

move l10n_be_cooperator module from OCA/l10n-belgium to here after it has moved from coopiteasy/vertical-cooperative to there. this repository was considered first (in #10), but OCA/l10n-belgium was chosen as a seemingly more logical place. after the maintainers of OCA/l10n-spain argued that localization modules should stay here (in OCA/l10n-spain#2810), it has been decided to move it back here.
