[ADD] two github modules #1

@gurneyalex : Travis is red because markdown and git are not installed on runbot instance. Could you do it for interface-github, and oca-custom repository ? (i guess I can do nothing to fix that)

Fyi, this module is currently being porting in #2 to 10.0

Hi @Yajo , @gurneyalex , @lasley.

i ported / refactored / simplified this PR to v10.

You can review #10 if you want. I took into account most of the @lasley's remarks, except some about git.commit and other model, that disappeared for the time being, because the analysis was buggy with the 10 version, and because the process was very long.
