[IMP] [ADD] l10n_ar_ledger #73

Se agrega la base del módulo de Libros de IVA (VAT Ledger como se lo ha llamado siempre) con la posibilidad de exportar a digital (TXT) según AFIP. Este PR son solo las vistas y la base lógica, de campos, aun no está listo para usar.

Implementar los métodos de computación correctos Implementar el exportable TXT
